Scope and Contents note From the Series: In 1965, Governor J. Millard Tawes created the Constitutional Convention Commission to study the need for constitutional revision. The Constitutional Convention convened in Annapolis in September 1967 and adjourned in January 1968; a proposed constitution was rejected by the voters the following May. J.
